Two municipalities and 2 school boards in the Delaware River towns of New Jersey were the first in the State of New Jersey to "contract together for trash collection" services. This was in 2001.

"By going out to bid together like this, it makes it a bigger contract and more attractive for (companies) to bid on." (Burlington County Times, 4/05/2001)

Several years later, three municipalities in New Jersey joined to form a Municipal Collective Pricing Program for Trash Services. One of the school boards in these towns has also decided to jump on the "collection wagon" to help reduce costs.

In a State of New Jersey approved "collective pricing program", one municipality takes the lead in the development of the program, but this is only a temporary lead position. The lead municipality holds no liability or accountability for any other municipality but their own. The purpose of the lead position is to perform the following duties:

•  Host and chair any and all meetings including the prebid meeting

•  Provide the communication medium for all parties involved

•  Place advertisements for bids and addendums

•  Accept Bids

Providing The Service

AVR was the trash consultant for the municipalities for these services. AVR handled all correspondence pertaining to the process. They handled every aspect of the contract process: the feasibility study, the bid document development, pre-bid meeting(s), proposal evaluation, final award, contract execution, etc.

AVR's knowledge of the law and its understanding of the bid process as well as the trash industry have allowed the municipalities to save money, monitor the services more closely, and, overall, run a smooth trash service operation for the residents, government bodies and school system.
